It is also a level of functional and/or metabolic efficiency of an organism, often implicitly human. The IRS regulations say we have to file a form 1040. First, proposed regs are written by the department staff. They MUST follow the law. They can not violate the law. The proposed regs are published in the Federal Register, and the public has from 30 to 90 days to comment on them.
